Introduction
The client needed an In-Service Support (ISS) Basis of Estimate (BoE) & Work Breakdown Structure (WBS) and supporting WBS Dictionary that detailed specific tasks / deliverables which integrated with a Transition to Support (TtS) WBS and an Engineering WBS, which were currently in development.
The request was to:
- Supply an independent view of the resourcing requirements for the In-Service Phase
- Ensure that the client could distribute the right people promptly, with the right skill sets, for optimised resourcing of the future support program
- Allow the client to seamlessly integrate our deliverable with the TtS and Engineering deliverables.
This required:
- Consultations with all stakeholders
- Development and agreement of format and structure
- Generation of first draft for comment
- Generation of final WBS & BOE.
Critical to Quality:
- Organisation policy and guidance compliant
- Alignment with current WBS and BOE for TtS and Engineering.
Timeline:
This project took 3 months to complete from Phase 1 (Voice of the Customer) to Phase 5 (Project Acceptance and Closure). One, Full Time Equivalent (FTE) person, worked the project.
Financial Benefits:
Under the traditional hiring model, this task would have needed; one external Suitably Qualified and Experienced Integrated Logistic Support Manager contractor, on a 6-month minimum term contract. Therefore we at TBES believe that by using the TBES model, a saving of contractor funding over a 3-month period, could be realised for this project.
