Sea Domain Case Study

Introduction

The client had extremely limited Through Life Support resource, the resource that they did have were already fully employed across the range of the clients’ programmes. The client had recently transitioned this system into service on a single platform type, however, they were now looking towards integrating the system onto further platform types.

The integration on other platform types generates a change to the In-Service Support (ISS) requirements, and therefore the client required a fit-for-purpose support solution to meet the holistic need across multiple platform types.

The request was to:

  • Conduct a thorough assessment of ISS provisions for the upgraded system as installed on the already in-service platform type
  • Find areas for support improvement and optimisation
  • Generate an ILS Strategy and deliver a multi-platform ISS solution Statement of Requirement (SoR) for the system.

This required:

  • Attendance at Logistics Support Committees (and separate focus Working Groups) for all platform types
  • Set up and chair an SoR Working Group
  • Facilitation of a workshop to review Support Solution Deliver Tool evidence
  • Facilitation of a workshop with the in-service platform Ops Manager to understand current ISS issues and areas for improvement.

Timeline:

This project took 4 months to complete from Phase 1 (Voice of the Customer) to Phase 5 (Project Acceptance and Closure). One, Full Time Equivalent (FTE) person, worked this project.

With this project, there was added time pressure. This was due to the final deliverable having to be with the client by a hard backstop date. This backstop date was in place to ensure that the SoR was with the client, leaving enough time to pass it through internal scrutiny, and then onward processing in order to send out the new ISS requirements as part of an invite to tender.

Financial Benefits:

Under the traditional hiring model, this task would have needed one external, suitably qualified and experienced Integrated Logistic Support Manager (ILSM) contractor, on a 6-month minimum term contract. Therefore, we at TBES believe that a saving of 2 months funding for an external contractor could have been realised for this project.
