By taking this approach, the organisation can choose to utilise one of own highly skilled and trained consultants or, we can assist you with writing a fully descriptive job specification to ensure that the right person is hired and for the minimum amount of time.
However, our consultants are not just ILS/IPS consultants, they are six-sigma trained ILS/IPS consultants! We don’t deliver waste, we only deliver value adding activities. No more hiring for a minimum of 6 months with no real idea of what you would like the contractor/consultant to do or deliver. The traditional flexible workforce hiring model only serves to waste precious ILS budget, budget which can be better utilised elsewhere, and ultimately deliver better value to the taxpayer.
Market Placement
You may ask where TBES are placed in the market and what makes TBES different from other outsource companies?
With defence budgets being squeezed, civil servants and industry partners being asked to do more for less, TBES are perfectly placed in the marketplace to maximise the benefits of out-sourcing individual tasks. TBES has been developed to break the traditional 6-month plus, manpower substitution model.
Our operating model uses a five phased approach which is based on lean six-sigma. The operating model assists the consultant in clearly defining the task, quality and timeframe required by the client, thus (in terms of six-sigma), reducing waste.
Phase 1 – Voice of the Customer. This is an informal chat with the customer to understand the problem and the need.
Phase 2 – Define. The Define phase utilises a workshop approach which brings together all stakeholders with the aim of developing the ‘Problem Statement’ and the ‘Goal Statement’, identifying what is critical to quality, risks, scope, key dates and any other aspects which may be relevant.
Phase 3 – Diagnostics. The Diagnostics phase is a more detailed look into the problem, the output of which is a formal set of recommendations and options (there is no requirement or pressure to use one of our consultants). The recommendations and options will always give a ‘Do Nothing’ option and explain any issues that this may entail. The recommendations and options will also recommend a ‘Preferred Option’.
Phase 4 – Deliver. The Deliver phase is as the title suggests, the delivery of the chosen option. This could be a detailed job specification that the company can use to attract the right person to complete the tasks listed within the job specification. Or, it could be one of our consultants working with your organisation to deliver the chosen option.
Phase 5 – Project Closure. The Project Closure phase will deliver to the company a detailed closure report containing all relevant information (including the deliverables) gleaned whilst working with your organisation. The closure report will also detail any risks, assumptions, issues, dependencies and opportunities identified whilst working with your organisation in order to assist with learning from experience.
Why pay an outside agency for manpower substitution, on a minimum 6-month contract with no perceived deliverable? TBES don’t do ‘manpower substitution’ type tasks because we do not believe that this approach delivers real value to the end client. By outsourcing to TBES; you can contract us directly to deliver only what is required, to a mutually agreed timeframe and standard (what we call your Critical to Quality or CtQ).
To place the above into the terms of the Equinox partnership; TBES do not do ‘Mode 1’ type tasks, we only carry out ‘Mode 2’ type tasking.
We are not, nor ever will be in the market position of supplying manpower substitution. Put simply, it is our belief that manpower substitution does not add real value to the end client! This is not to say that TBES couldn’t work with the client to breakdown a Mode 1 type task, into several Mode 2 type tasks. All enquiries with regard to this are more than welcome.
